Dog Sniffle/Snorting Fit? Does anyone know..?

I have a jack russel whos only 2 years old but now and then he has like sniffle fits and goes all stiff and you can tell it scares him. He stands there and starts snorting constantly.. I was wondering if anyone knows what this is and if this is common? Thank you.
