How do I make my hair loose and less stiff?

I am Asian male, if that means anything. My hair is always frizzy and stiff, and when I try to move it it does nothing. I wake up every day and the hair on the right side of my head is sticking out, and when I try to put it down with water, eventually the hair just gets frizzy.
