How long before Abra takes a car?

I've been driving by the same Abra for months now and I've seen the same green tahoe in the same spot for almost 3 months now. I asked a friend who works there what was up and they said the owner hasn't picked it up and if they don't Abra will take costedy of the vehicle. How long until they do that is my question?
