Problems formatting a Laptop?

My first guess would be your CD/DVD rom drive took a dump! Secondly, if you bought it new and it came with no disks, you have a recovery partition and you don't need a disk. It will tell you in the manual how to run a recovery. If you don't have the manual, you can download it from the Toshiba website support section at no charge.
